U.N.I.T is a alien place. They have been friends with The Doctor  for a long time. They're less secret then Torchwood. U.N.I.T are smart at times but not always. Like not scanning everyone who walks in U.N.I.T because they allowed Bane, Clones and just a person who wanted to get into the Tardis. And warning everyone that they exist.
